The City of Johnson City, Tennessee is accepting online applications for an IT Specialist in the Water & Sewer department. The employee performs intermediate technical and coordination work in order to provide necessary setup, maintenance and replacement for personal computers (PC), tablets, phones, and peripherals; establishes communications between PC's/peripherals and the central computer system; creates and/or maintains IT databases, database information, policies, procedures and work instructions; coordinates activities so that work, repair, requests or routine maintenance are preformed in a timely manner; does related work as required. This is a skilled and technical position within the City's Water and Sewer Services Department. The employee uses technical knowledge and skills in electronics and programming in preparation of use by various divisions within the department. The employee makes recommendations for various devices to enhance the efficient operations. The work is performed under the supervision of the Water and Sewer Director or their designee.

Examples of Work: (Illustrative Only)

-coordinates work, tasks and schedules between the IT department and Water/Sewer department

-assigns tasks, work requests, PC maintenance as required

-follow up on work requests as performed by PC Support Specialists

-develops, maintains or procures application software for PC's as required

-ensures that Water/Sewer software and hardware follows current cybersecurity practices

-interfaces with Supervisory Control and Data Acquisition (SCADA) technicians and assists in SCADA hardware and software setup

-interfaces with Meter Reading Staff to maintain handheld devices for Meter Reading and assists with Meter Reading integration software

-maintains and troubleshoots issues with Water/Sewer field staff tablets

-coordinates the creation or deactivation of e-mail/Internet accounts, Cartegraph accounts, and tablet user accounts

-document programs and procedures to be used by PC users (procedures, written instruction, listings, input and output data, and forms) for Water/Sewer staff

-maintains a library and database of PC software/hardware/peripherals and keeps library up to date

-recommend to the Water/Sewer director any needs of the various divisions related to PC/ peripherals devices and software and workflow

-supply specifications to be used in the procurement of PC/peripheral hardware and software

-keeps various divisions abreast of the latest hardware and software offerings, upgrades, and scheduled maintenance

-maintains and upgrades knowledge of current (new) PC s hardware/software

-sets up, test and installs new or replacement PCs / peripherals

-troubleshoot PC hardware and software

-develops, maintains databases for the Water/Sewer department operations

-maintains up-to-date digital / printed phone and email databases

--coordinates IT services for new personnel and termination of IT services for terminating personnel

-creates and maintains user profiles for a variety of software applications

-coordinates outside service/repair of PCs and peripherals for equipment under or not under warranty

-develops/updates job related work instructions/procedures

-assist in yearly budgeting process and identification of new/replacement technology

-other duties as assigned by Water/Sewer department supervision.

Required Knowledge, Skills and Abilities: thorough knowledge of PC hardware and software, thorough knowledge of Microsoft's PC Windows Operating System (OS) and Office Processing Systems; ability to coordinate work tasks/schedules; ability to work with various departmental personnel; ability to setup and connect PCs' and peripherals to local area networks (LAN) and the central computer system; ability to create and maintain databases; capable of maintaining Bluetooth hardware and software; ability to follow complex written and verbal instructions; general knowledge and skill in programming languages and application software; willingness to learn new procedures and take on additional responsibilities; ability to work independently; ability to discuss complex ideas to less skilled and technical workers and coordinate the activities of the PC Support Specialists.

Requirements for Educations and Experience: Associates Degree in computer (PC) technology or completion of high school with considerable computer expertise in programming, PC's, peripheral devices and database development/management; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities. Pre-employment physical, drug screening and background check required.
