The City of Johnson City, Tennessee is accepting online applications for a Water/Wastewater Treatment Superintendent with Water & Sewer Services. The employee performs difficult professional and administrative work directing the operations and maintenance of wastewater treatment and water treatment facilities, including the various phases of water treatment, filtration, and pumping, and wastewater treatment pumping and storage facilities, and maintenance and repair of machinery and equipment; does related work as required. An employee in this class directs the mechanical, semiskilled and laboring tasks at utility plants, facilities, and assets which includes responsibility for organizing the work of employees, making work assignments and inspecting work to make certain that the treatment facilities are efficiently operating and in compliance with federal and state regulations. Supervision is exercised over an operating and maintenance staff who work on a shift basis covering 24 hours a day, 7 days a week, 365 days a year. Judgment must be exercised in reaching decisions on certain matters, but supervision is received from the Director of Water and Wastewater who outlines policies, procedures and technical requirements, and makes inspections to ensure compliance. An employee in this class coordinates training modules to enhance employee self-development. Duties also include special project-oriented work. Essential Functions of Position:
- Plans, directs and reviews the work of operating and treatment personnel to maintain regulatory compliance at 2 water treatment plant facilities and 3 wastewater treatment plant facilities;
- Inspects the water and wastewater treatment plants periodically to ensure that equipment is functioning properly, and checks efficiency of Plant Maintenance Mechanics in operating and repairing machinery and assets;
- Participates in developing plans for treating water and wastewater economically, and for new equipment installations and plant expansions and renovations;
- Establishes procedures for the operation of centrifugal pumps, control panels, disinfection, electric motors, meters, flash mixers, flocculates, settling basins, filters and other plant equipment;
- Supervises adjustments and repairs of chemical feeders and all other equipment to obtain optimum results;
- Checks and reviews plant log records, gauges, meters and other plant measuring and testing devices to see that equipment is functioning properly;
- Oversees lab operations, analytical techniques, and documentation processes;
- Coordinates work through a workorder management system and ensures that tasks are completed on time and correctly tracked;
- Works with outside vendors as necessary to obtain pricing for repairs or new equipment;
- Works with the Purchasing Department to follow proper procedures for procurement;
- Conducts and supervises on‑the‑job training and career development of assigned personnel;
- Prepares budget and expenditure estimates and reports;
- Maintains personnel attendance and payroll records, and inventory control and various other records and reports incident to the operation of utility plants;
- Makes certain that operations and procedures comply with the Tennessee Department of Public Health, EPA and OSHA regulations;
- Works with Safety Coordinator and other staff to develop safety programs related to requirements such as (OSHA 1910, HAZMAT, etc.) examples of programs are confined space, trenching/shoring, hazardous materials, etc.;
- Serves as a liaison for the Director to identify and assist in improving the operational efficiency of the operations of all areas of the department. Examples of efficiency improvements include energy management, staffing, etc.;
- Analyze and determine potential effects and necessary actions required to maintain operational efficiency on compliance;
- Provide oversight of biosolids handling and disposal;
- Set up system to ensure that potential new employees meet necessary qualifications;
- Set up personalized development programs to ensure full potential of the employee is being realized;
- Performs related tasks as required.
Required Knowledge, Skills and Abilities: Thorough knowledge of the processes involved in the treatment of water and wastewater; thorough knowledge of the functions and mechanics of water filtration and wastewater treatment plant machinery and equipment, and of its servicing and maintenance requirements; demonstrated ability to supervise skilled and semiskilled subordinates in water and wastewater treatment processes, and in the operation, maintenance and repair of water treatment and production and wastewater treatment; demonstrated ability to supervise skilled and semiskilled subordinates involve in the operation and maintenance of other assets including but not limited to pumping stations, reservoirs, control valves; general knowledge of chemistry; thorough knowledge of the processes involved in the water/wastewater treatment and collection; thorough knowledge of requirements such as OSHA 1910, HAZMAT, NPDES permits, EPA water quality; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with subordinates and other employees; ability to deal effectively with the public.
Acceptable Experience and Training: Completion of Bachelor of Science degree in an environmental related field or equal (civil engineering, chemistry and biology) or extensive experience in the operation and maintenance of water production and purification, and wastewater treatment equipment, and the distribution and collection systems of water and wastewater, including considerable supervisory experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Master of Sciences or other advanced degree preferred. Possession of a Grade IV Wastewater Plant Operator's Certificate and a Grade IV Water Plant Operator's Certificate issued by the State of Tennessee is strongly preferred. Pre-employment DOT physical, drug screening and background check required.
